The Houlton Police Department says an alleged suspect of a fraudulent theft at a local bank fled into Canada. They were arrested by the Royal Canadian Mounted Police. The bank was Katahdin Trust Bank at 65 North Street in Houlton.
From the Houlton Police: On October 24, 2025, at 4:39 pm, Houlton Police Officer Sera Smalley was dispatched to Katahdin Trust, 65 North Steet for a reported attempted theft using a fake passport. Upon arrival, Officer Smalley approached on foot and observed a female exiting the bank and made keen observations as to clothing and noted she was quickly walking in the direction of North Street. As Officer Smalley entered Katahdin Trust, employees quickly identified the female observed by Officer Smalley as the person involved. Employees also provided a summary of the attempted theft and that other branches of Katahdin Trust may have been involved. Officer Smally then entered her cruiser and noted the female had crossed North Street and was running towards a light blue Chevrolet, then entered. The vehicle exited the Cigarette Shopper parking lot and proceeded North on North Street. Immediately, Officer Smalley activated her emergency signals and attempted to stop the vehicle, however the vehicle failed to stop and attempted to elude her. The suspect vehicle entered the I95 on ramp East towards the Canadian Border and continued to elude. Officer Smalley noted the vehicle was registered in New York but was unable to observe the registration numbers. The vehicle continued to elude then proceeded through the U.S. and Canadian Port of Entry. Officer Smalley as per procedure, terminated the pursuit at the Port of Entry. The Royal Canadian Mounted Police (RCMP) continued in search of the suspects.
Officer Smalley returned to Katahdin Trust and began an investigation gathering witness statements, relative evidence including video provided by Katahdin Trust. Officer Smalley learned that other attempts in the region had been made, and the same females were suspected. In addition, Officer Smalley was able gather additional evidence from the port of entry.
At approximately 7:15 pm, Officer Smally was informed the RCMP had located the vehicle, and the suspects were in custody. The suspects were identified as Rachael Kennedy, 37, of Kansas and Rashidah Henry, 31, of Georgia. Both suspects were transported to the Port of Entry and taken into custody by the Houlton Police Department then transported to the Aroostook County Jail where they are currently being held. In addition, both have outstanding warrants, Kennedy from Kansas and Henry from Georgia for similar charges related to theft and fraud.
The incident remains under investigation in cooperation with the Maine State Police and other agencies investigating similar incidents.

Rachel Kennedy, 37, of Kansas: Forgery. (Class C), Criminal Attempted Theft (Class D)
Rashidah Henry, 31, of Georgia: Eluding an Officer (Class C), Criminal Conspiracy (Class D), Driving to Endanger (Class E), Operating without a license (Class E)
